AN ACT to amend the state finance law and chapter 453 of the laws of
2015 amending the state finance law relating to tax check-off funds,
in relation to making technical corrections to language relating to
report recipients
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The opening paragraph of paragraph 1-a of subdivision (a)
2 of section 83 of the state finance law, as added by chapter 453 of the
3 laws of 2015, is amended to read as follows:
4 On or before the first day of February each year, the commissioner of
5 the department of environmental conservation shall provide a written
6 report to the temporary president of the senate, speaker of the assem-
7 bly, chair of the senate finance committee, chair of the assembly ways
8 and means committee, chair of the senate committee on [health] environ-
9 mental conservation, chair of the assembly [health] environmental
10 conservation committee, the state comptroller and the public. Such
11 report shall include how the monies of the fund received pursuant to
12 section six hundred twenty-five of the tax law were utilized during the
13 preceding calendar year, and shall include:
14 § 2. The opening paragraph of subdivision 2-a of section 84 of the
15 state finance law, as added by chapter 453 of the laws of 2015, is
16 amended to read as follows:
17 On or before the first day of February each year, the chairperson of
18 the New York state Olympic regional development authority shall provide
19 a written report to the temporary president of the senate, speaker of
20 the assembly, chair of the senate finance committee, chair of the assem-
21 bly ways and means committee, chair of the senate committee on [health]
22 cultural affairs, tourism, parks and recreation, chair of the assembly
23 [health] tourism, parks, arts and sports development committee, the
24 state comptroller and the public. Such report shall include how the
25 monies of the fund were utilized during the preceding calendar year, and
26 shall include:

1 § 3. The opening paragraph of subdivision 2-a of section 97-mmmm of
2 the state finance law, as added by chapter 453 of the laws of 2015, is
3 amended to read as follows:
4 On or before the first day of February each year, the director of the
5 New York state division of veterans' affairs shall provide a written
6 report to the temporary president of the senate, speaker of the assem-
7 bly, chair of the senate finance committee, chair of the assembly ways
8 and means committee, chair of the senate committee on [health] veterans,
9 homeland security and military affairs, chair of the assembly [health]
10 veterans' affairs committee, the state comptroller and the public. Such
11 report shall include how the monies of the fund were utilized during the
12 preceding calendar year, and shall include:
13 § 4. The opening paragraph of subdivision 2-a of section 99-v of the
14 state finance law, as added by chapter 453 of the laws of 2015, is
15 amended to read as follows:
16 On or before the first day of February each year, the director of the
17 New York state division of veterans' affairs shall provide a written
18 report to the temporary president of the senate, speaker of the assem-
19 bly, chair of the senate finance committee, chair of the assembly ways
20 and means committee, chair of the senate committee on [health] veterans,
21 homeland security and military affairs, chair of the assembly [health]
22 veterans' affairs committee, the state comptroller and the public. Such
23 report shall include how the monies of the fund were utilized during the
24 preceding calendar year, and shall include:
25 § 5. The opening paragraph of subdivision 2-a of section 92-w of the
26 state finance law, as added by chapter 453 of the laws of 2015, is
27 amended to read as follows:
28 On or before the first day of February each year, the director of the
29 division of criminal justice services shall provide a written report to
30 the temporary president of the senate, speaker of the assembly, chair of
31 the senate finance committee, chair of the assembly ways and means
32 committee, chair of the senate committee on [health] codes, chair of the
33 assembly [health] codes committee, the state comptroller and the public.
34 Such report shall include how the monies of the fund were utilized
35 during the preceding calendar year, and shall include:
36 § 6. The opening paragraph of subdivision 2-a of section 79 of the
37 state finance law, as added by chapter 453 of the laws of 2015, is
38 amended to read as follows:
39 On or before the first day of February each year, the chairman of the
40 board of directors of the World Trade Center memorial foundation shall
41 provide a written report to the temporary president of the senate,
42 speaker of the assembly, chair of the senate finance committee, chair of
43 the assembly ways and means committee, [chair of the senate committee on
44 health, chair of the assembly health committee,] the state comptroller
45 and the public. Such report shall include how the monies of the fund
46 were utilized during the preceding calendar year, and shall include:
47 § 7. The opening paragraph of subdivision 2-a of section 99-q of the
48 state finance law, as added by chapter 453 of the laws of 2015, is
49 amended to read as follows:
50 On or before the first day of February each year, the state fire
51 administrator shall provide a written report to the temporary president
52 of the senate, speaker of the assembly, chair of the senate finance
53 committee, chair of the assembly ways and means committee, chair of the
54 senate committee on [health] local government, chair of the assembly
55 [health] local government committee, the state comptroller and the

1 public. Such report shall include how the monies of the fund were
2 utilized during the preceding calendar year, and shall include:
3 § 8. Subdivision 2 of section 71-b of the state finance law, as added
4 by chapter 453 of the laws of 2015, is amended to read as follows:
5 2. The head of the agency or entity administering the expenditure of
6 tax check-off monies shall report annually on the use of such monies to
7 the temporary president of the senate, speaker of the assembly, chair of
8 the senate finance committee, chair of the assembly ways and means
9 committee, chair of the [senate committee on health, chair of the assem-
10 bly health committee,] appropriate committee in the senate or assembly,
11 the state comptroller and the public. Such report shall include the
12 amount of money dispersed from the fund and the award process used for
13 such disbursements, recipients of awards from the fund, the amount
14 awarded to each, the purposes for which such awards were granted, and a
15 summary financial plan for such monies which shall include estimates of
16 all receipts and all disbursements for the current and succeeding fiscal
17 years, along with the actual results from the prior fiscal year.
18 § 9. Section 95-e of the state finance law, as added by chapter 301 of
19 the laws of 2004, is amended by adding a new subdivision 2-a to read as
20 follows:
21 2-a. On or before the first day of February each year, the commission-
22 er of health shall provide a written report to the temporary president
23 of the senate, speaker of the assembly, chair of the senate finance
24 committee, chair of the assembly ways and means committee, chair of the
25 senate committee on health, chair of the assembly health committee, the
26 state comptroller and the public. Such report shall include how the
27 monies of the fund were utilized during the preceding calendar year, and
28 shall include:
29 (i) the amount of money disbursed from the fund and the award process
30 used for such disbursements;
31 (ii) recipients of awards from the fund;
32 (iii) the amount awarded to each;
33 (iv) the purposes for which such awards were granted; and
34 (v) a summary financial plan for such monies which shall include esti-
35 mates of all receipts and all disbursements for the current and succeed-
36 ing fiscal years, along with the actual results from the prior fiscal
37 year.
38 § 10. Section 14 of chapter 453 of the laws of 2015 amending the state
39 finance law relating to tax check-off funds, is amended to read as
40 follows:
41 § 14. This act shall take effect immediately; provided, however, that
42 the provisions of section thirteen of this act shall apply to funds
43 established on and after such date and funds for which a tax check-off
44 is a source of monies in such funds.
45 § 11. This act shall take effect immediately and shall be deemed to
46 have been in full force and effect on the same date and in the same
47 manner as chapter 453 of the laws of 2015, took effect.
