the September 11, 2001 terrorist attack and their families and representatives
in the processing and submission of worker's compensation claims, probating of
estates, and collection of funds from the September eleventh victim
compensation fund of two thousand one established by federal law; exempts
certain awards from taxation and extends provisions to domestic partners of
