Add S308-a, County L

Authorizes the county of Ulster to impose a surcharge in an amount not to
exceed thirty cents per month on wireless communications service in the county
of Ulster; provides such surcharge moneys may be used for the payment of costs
associated with the design, construction, operation, maintenance and
adminstration of public safety communication networks serving such county.
