or its subsidiaries fails to dispense a ticket or token for any railroad;
requires identifying numbers to be displayed on machines; provides for the
promulgation of forms; provides for investigation and response (and refund
where claim is valid) within five business days; requires machines to bear a
warning as to the danger of loss of money and time for filing and return of a
refund.
