Establishes the Arts and Artifacts Domestic Indemnity Act; provides that the
council on the arts may enter into indemnity agreements to indemnify certain
items from loss or damage; establishes limits as to the amount of
indemnification allowed under these agreements; establishes the New York State
arts and artifacts indemnity fund.
