Prohibits the slaughter of domesticated dog and cat for human consumption as
edible meat or meat products and provides that no person, firm, partnership or
corporation shall sell the skin, hair, or fur of a domesticated dog or cat;
provides that a violation shall be punishable by a civil penalty of up to one
thousand dollars for an individual and up to five thousand dollars for a
corporation for a first violation and up to twenty-five thousand dollars for a
subsequent violation.
