Requires all health care practitioners performing office based surgery to
report to the commissioner all reportable incidents as defined and the
commissioner of health shall refer any information for appropriate action;
requires such commissioner to report annually to the governor, the legislature,
the board of regents and the public certain data, along with comments that the
commissioner or the commissioner of education may have.
