Directs the department of environmental conservation to include within the
general comprehensive plan for the control or abatement of existing air
pollution and for the control or prevention of any new air pollution
(recognizing varying requirements for different areas of the state) an
assessment of the sources of mercury air emissions and standards to eliminate
the threats to public health and the environment thereby posed; provides for
regulation of power plant emissions and sets performance standards for them.
