Requires political committees and political candidates authorized by a
candidate which raise or expend (or expect to raise or expend) more than $1,000
to file required campaign finance statements in electronic format with boards
of election; any statements required to be filed with county boards of election
would be filed in electronic format with the state board of elections and in
paper format with county boards of elections unless the county provides for
electronic filing; grants the state board of elections the power and duty to
develop an electronic reporting system for campaign finance statements required
to be filed with any board of elections (as opposed to only for such statements
which must be filed with the state board of elections, as required under
current law).
