Establishes the state government energy conservation action plan which
authorizes the office of general services in consultation with the New York
state energy research and development authority and the department of public
service to specify actions to be taken by all branches of state government to
reduce energy usage; further directs the power authority of the state to
provide technical assistance to facilitate the provisions of this act.
