Creates an independent traffic violations bureau; creates the position of
director to be in charge of the bureau; provides that the position of director
is to be appointed by the governor; also the purpose of the bureau is to
provide the public with a just system of adjudicating serious traffic
violations and other administrative proceedings arising under the vehicle and
traffic law.
