right-of-way pesticide applications; prohibits pesticide application by
aircraft conducted by or on behalf of utilities; establishes requirements for
the application of pesticides by aircraft including notification of the
community of area-wide pesticide applications by aircraft; application must be
by a certified applicator and a separate permit is required for each
application.
