Creates a temporary state commission on tourism in central New York to study
and prepare a sound business plan to develop a state-of-the-art transportation
system to link community assets, and makes an appropriation therefor; the study
shall include examination of the feasibility of developing a light rail system
to connect Syracuse Hancock International Airport, the William F. Walsh
Transportation Center, Syracuse University, DestiNY USA, ONCenter, and downtown
Syracuse.

 BILL NUMBER:  A3054

 TITLE OF BILL :  An act creating a temporary state commission on
tourism in central New York to study and prepare a sound business plan
to develop a state-of-the-art transportation system to link community
assets; making an appropriation therefor; and providing for the repeal
of such provisions upon expiration thereof

 PURPOSE OR GENERAL IDEA OF BILL :

This legislation authorizes the Commissioners of the Departments of
Transportation, Economic Development and Environmental Conservation,
community leaders and other officials to develop a state-of-the-art
transportation system for Central New York.

 SUMMARY OF SPECIFIC PROVISIONS :

Section 1 of the bill sets out the nature of the study authorized by
the bill. Sections 2 through 5 relate to the appointment of members of
the commission, their term limits and compensation. Section 6 sets the
dates that the preliminary and final reports are to be presented to
the Governor and Legislature, and Section 7 appropriates money for the
commission.

 JUSTIFICATION :

Central New York has a wide variety of valuable community assets,
including businesses, airports and universities, that would benefit
from a modern transportation system that would link these assets and
the communities that house them. Modern transportation systems, such
as light rail systems, would help to bring greater economic success to
Central New York, its businesses, universities and communities by
providing more efficient, cost-effective transportation.

 PRIOR LEGISLATIVE HISTORY :  2007-2008: A6446 - Held for
consideration in tourism, arts and sports development.
2005-06: referred to tourism, arts and sports development.
2003-04: A.5429, held for consideration in tourism.

 FISCAL IMPLICATIONS : $100,000 appropriation for the Commission.

 EFFECTIVE DATE : This act shall take effect immediately and shall
remain in effect until September 30, 2011.
