 BILL NUMBER:  A3169

 TITLE OF BILL :  An act to amend the public officers law, in relation
to requiring posting of notice of meetings on the internet

 PURPOSE OR GENERAL IDEA OF THE BILL :

The bill amends the Public Officer's Law to require that, when a
public body has the ability to do so, notice of the time and place of
a meeting given in accordance with subdivisions one or two of said
law, shall be conspicuously posted on the public body's internet
website.

 SUMMARY OF SPECIFIC PROVISIONS :

Section 1 of Section 104 of the Public Officer's Law is amended by
adding a new subdivision (5) which states that when a public body has
the ability to do so, notice of the time and place of a meeting given
in accordance with subdivision one or two of this section, shall also
be conspicuously posted on the public body's internet website.

Section 2 provides for the bill to be effective immediately.

 JUSTIFICATION :

Institutions and organizations charged with the responsibility of
serving the general public should be required to make the necessary
arrangements to allow for as much transparency and openness in their
deliberations as possible. Seeing as how said institutions typically
maintain active internet websites, and that a considerable segment of
the public use such websites to keep informed, they should be
comprehensively updated and revised as frequently as possible.
