Authorizes localities to convey distressed residential real property that has
been foreclosed upon for non-payment of real estate taxes to a third party;
establishes that third party may be an individual or for-profit or
not-for-profit entity which would rehabilitate and manage such property,
providing needed housing while restoring the property to the non-delinquent tax
rolls; called "third party transfer program".
