Requires public libraries with collections of more than 100,000 items to
develop and publish a collections management policy which shall ensure the
integrity of collections by the development of a clear deaccessioning policy
which will foster public access and accountability; provides that such policies
shall include uniform processes and procedures for deaccessioning or other
disposition of any and all materials within the collection.
