TITLE OF BILL:
An act to amend chapter 243 of the laws of 2017, amending the environ-
mental conservation law relating to authorizing hunting big game by
rifle in the county of Orleans, in relation to making such provisions
permanent
 
PURPOSE:
This legislation would allow for big game hunting in Orleans County.
 
SUMMARY OF PROVISIONS:
Section 1 amends Section 5 of chapter 243 of the laws of 2017 to remove
the expiration date on the authorization for big game hunting in Orleans
County.
Section 2 is the effective date.
 
JUSTIFICATION:
In 2017, the Governor signed legislation to authorize big game rifle
hunting in Orleans County temporarily until October 1, 2019. This bill
simply makes that authorization permanent.
This legislation, which is at the request of the Orleans County Legisla-
ture, would allow for the hunting of big game for the period of time
between November 15th and December 7th. Currently many other Counties
have this allowance under law and Orleans County wishes to be placed on
the same tiered playing field for their local sportsmen.

EFFECTIVE DATE:
This act shall take effect immediately.

AN ACT to amend chapter 243 of the laws of 2017, amending the environ-
mental conservation law relating to authorizing hunting big game by
rifle in the county of Orleans, in relation to making such provisions
permanent
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 5 of chapter 243 of the laws of 2017, amending the
2 environmental conservation law relating to authorizing hunting big game
3 by rifle in the county of Orleans, is amended to read as follows:
4 § 5. This act shall take effect immediately, provided that:
5 a. the amendments to paragraph a of subdivision 2 of section 11-0907
6 of the environmental conservation law made by section one of this act
7 shall be subject to the expiration and reversion of such paragraph
8 pursuant to section 13 of chapter 600 of the laws of 1993, as amended;
9 b. the amendments to item (f) of paragraph a of subdivision 2 of
10 section 11-0907 of the environmental conservation law made by section
11 two of this act shall be subject to the expiration and reversion of such
12 paragraph pursuant to section 13 of chapter 600 of the laws of 1993, as
13 amended; provided further, that the amendments made to such item (f) by
14 section two of this act shall survive the expiration as provided in
15 subdivision c of section 3 of chapter 68 of the laws of 2015; and
16 c. sections three and four of this act shall take effect upon the
17 expiration and reversion of paragraph a of subdivision 2 of section
18 11-0907 of the environmental conservation law, as provided in section 13
19 of chapter 600 of the laws of 1993, as amended[; and
20 d. nothing contained in this act shall be construed so as to extend
21 the provisions of this act beyond October 1, 2019, when upon such date
22 this act shall expire and the provisions contained herein shall be
23 deemed repealed].
24 § 2. This act shall take effect immediately.
