Directs commissioner of education to create youth centers with a curriculum for
pre-school and after-school students demonstrating educational opportunities
and emphasizing good mentoring; provides that the regional youth centers shall
be established in each of the five boroughs of the city of New York, in the
counties of Albany and Erie and in five other counties to be selected by the
commissioner of education.
