 BILL NUMBER:  A4867

 TITLE OF BILL :  An act to amend the insurance law, in relation to
requiring review of any premium increases in excess of the consumer
price index initiated by an HMO

 PURPOSE OR GENERAL IDEA OF BILL : This bill will require review by
the superintendent of any premium increases in excess of the consumer
price index initiated by an HMO.

 SUMMARY OF SPECIFIC PROVISIONS :  Section 1- Establishes the
amendment of section 4308 by adding a new subsection (k). Section 2-
Establishes the effective date of the act.

 JUSTIFICATION : This bill is designed to protect the consumer from
unnecessary rate increases in their health care policies.  As the cost
of health care continues to rise, it is important to make sure that
any premium increase is of merit and will not subject the consumer to
any undue burden.
