       Introduced by M. of A. McKEVITT -- read once and referred to the Commit-
         tee  on  Governmental  Employees  --  recommitted  to the Committee on
         Governmental Employees in accordance with Assembly Rule 3, sec.  2  --
         committee  discharged,  bill amended, ordered reprinted as amended and
         recommitted to said committee

       AN ACT to amend the retirement and social security law, in  relation  to
         credit for service of members who perform ambulance medical technician
         related services in the county of Nassau for the Nassau County Medical
         center prior to September 1999

         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:

    1    Section 1. Subdivision e of section 89-s of the retirement and  social
    2  security  law, as amended by chapter 578 of the laws of 1998, is amended
    3  to read as follows:
    4    e. Credit for service as a member or officer of the state police or as
    5  a paid fireman, policeman or officer of any organized fire department or
    6  police force or department of any  county,  city,  village,  town,  fire
    7  district or police district, or as a criminal investigator in the office
    8  of  a  district  attorney,  OR AS AN AMBULANCE DRIVER, AMBULANCE MEDICAL
    9  TECHNICIAN OR MEMBER WHO PERFORMED AMBULANCE MEDICAL TECHNICIAN  RELATED
   10  SERVICES  FOR THE NASSAU COUNTY MEDICAL CENTER PRIOR TO SEPTEMBER FIRST,
   11  NINETEEN HUNDRED NINETY-NINE, shall also  be  deemed  to  be  creditable
   12  service  and  shall  be included in computing years of total service for
   13  retirement pursuant to this section.
   14    S 2. The cost attributable to the operation of this act shall be borne
   15  by the county of Nassau and may be paid over a two year period.
   16    S 3. This act shall take effect immediately.
         FISCAL NOTE.--Pursuant to Legislative Law, Section 50:
         This bill will amend Section 89-s of the Retirement and Social Securi-
       ty Law to allow service as an ambulance driver, ambulance medical  tech-
       nician  or services related to ambulance medical technician services for

       the Nassau County Medical Center prior to September 1, 1999 to be deemed
       creditable under the twenty-five year half pay retirement plan  (Section
       89-s).
         If  this  bill  is  enacted,  based on the two individuals known to be
       affected, there will be an immediate past service cost of  approximately
       $220,000  which  will be borne by Nassau County. This estimate assumes a
       payment date of February 1, 2011. If  other  individuals  are  affected,
       there  will be additional costs. If this cost is amortized over a period
       of two years, the cost for each year will be approximately $114,000.
         This estimate, dated January 29, 2010 and intended for use only during
       the 2010 Legislative Session, is Fiscal Note No.  2010-92,  prepared  by
       the  Actuary  for  the  New  York  State and Local Employees' Retirement
       System.
