 BILL NUMBER:  A5468

 TITLE OF BILL :  An act to amend the general obligations law, in
relation to requiring that all bridge ways, walkways, and overpasses
built for safety purposes during construction are required to be
salted and shoveled when there is snow or ice

 PURPOSE OR GENERAL IDEA OF THE BILL :

Provides that bridge ways, walkways and overpasses built for safety
purposes during construction be salted and shoveled when snow or ice
appears.

 SUMMARY OF SPECIFIC PROVISIONS :

Amends the general obligations law by adding section 5-322.4 requiring
all bridge ways, walkways and overpasses to be salted and shoveled.
This provision includes both public and private work contracts.

 JUSTIFICATION :

Safety precautions for construction zones are extremely crucial
especially in the winter months. According to the US Bureau of Labor
Statistics, construction is one of the most dangerous industries,
accounting for 20.8% of all workplace deaths in 2001. Accidents due to
ice and snow can be avoided if the construction sites were salted or
shoveled in these specific areas.
