TITLE OF BILL : An act to amend the public authorities law, in
relation to providing access to the E-ZPass program on applications
for motor vehicle registrations
PURPOSE OR GENERAL IDEA OF BILL : Provides access to enroll in the
E-ZPass program on applications for motor vehicle registration.
SUMMARY OF SPECIFIC PROVISIONS : Section 1. Section 362 of the public
authorities law, amended by chapter 766 of the law of 1992, paragraph
b, requires that the department of motor vehicles shall include on all
motor vehicle registration applications as furnished by the
commissioner of motor vehicles, the opportunity for such applicants to
voluntarily participate in the E-ZPass program as prescribed by the
authority of motor vehicles. The purpose of such measure is to
facilitate participation in the E-ZPass, therefore the department of
motor vehicles and the authority shall establish means by which the
relevant information may be shared to achieve such purpose.
Section 2. This act shall take effect on the ninetieth day after it
shall have become a law; provided, that the commissioner of motor
vehicles is immediately authorized and directed to promulgate, amend
and/or repeal any rules and regulations necessary to implement the
provisions of this act on its effective date.
JUSTIFICATION : Providing access to enroll in the EZ-Pass program on
applications for motor vehicle registration creates a simple and
effective way for more people to join and utilize E-ZPass. Since many
drivers are unaware of how to apply for EZ-Pass, this creates an "E-Z
enrollment" solution. The more people that use E-ZPass will lead to a
reduction in overall traffic and congestion, which will in turn,
reduce commuting time for drivers. Also, the wait time to cross
bridges will be significantly reduced, and since there will be less
idling of vehicles that are waiting to pay their tolls, pollution will
be reduced.

FISCAL IMPLICATIONS : None.
EFFECTIVE DATE : This act shall take effect on the ninetieth day
after it shall have become a law; provided, that the commissioner of
motor vehicles is immediately authorized and directed to promulgate,
amend and/or repeal any rules and regulations necessary to implement
the provisions of this act on its effective date.
