TITLE OF BILL:  An act to amend the public health law, in relation to
directing that all ambulances shall be equipped with epinephrine
auto-injector devices

PURPOSE OR GENERAL IDEA OF BILL: This bill directs that all ambulances
shall be equipped with epinephrine auto-injector devices.

SUMMARY OF SPECIFIC PROVISIONS: Section one amends section heading
3000-c of the public health law to read: Epinephrine auto-injector
devices; collaborative agreement.

Section two adds section 3000-d to the public health law. This section
defines the term "ambulance" and requires that each one shall be
equipped with an epinephrine auto-injector. It stipulates that all
emergency medical services providers shall successfully complete a
training Course in the use of epinephrine auto-injector devices. It
also stipulates that every ambulance shall use, maintain and dispose
of these devices according to the department's regulations and that
use of such devices shall be considered emergency treatment under
liability statutes.

Section three sets out the effective date.

JUSTIFICATION: Epinephrine auto-injectors are used to treat
anaphylactic shock. They are commonly prescribed to and carried by
persons with severe allergies because they can be self-administered
and are fast-acting. Current New York State ambulatory regulations do
not require basic life support ambulances to carry epinephrine
auto-injectors. Only Advanced Life Support ambulances carry the
devices and they commonly respond to only more life-threatening
emergencies. This regulation would ensure that any ambulance
responding to an emergency would be equipped to treat people suffering
from anaphylactic shock.
