  TITLE OF BILL: An act in relation to directing the commissioner of health and the pres- ident of the New York state energy research and development authority to conduct a study on the impacts of electric vehicles on personal medical devices   PURPOSE OR GENERAL IDEA OF BILL: An act in relation to directing the commissioner of health and the pres- ident of the New York state energy research and development authority to conduct a study on the impacts of electric vehicles on personal medical devices.   SUMMARY OF SPECIFIC PROVISIONS: Section 1. The commissioner of health and the president of the New York state energy research and development authority (NYSERDA) are hereby directed to study and make recommendations on the impacts of electric vehicles on personal medical devices. § 2. Such study shall include, but not be limited to: (a) analysis of the effect of the proximity to electrical power sources in vehicles on medical devices, including but not limited to, cardiac implantable electronic devices; and (b) analysis of electric vehicles and electromagnetic interference (EMI) with medical devices, including, but not limited to, pacemakers and defibrillators; § 3. Within one year after the effective date of this act, the commis- sioner of health and the president of NYSERDA shall submit a report of the findings and recommendations pursuant to this act to the governor, the temporary president of the senate, the minority leader of the senate, the speaker of the assembly, the minority leader of the assem- bly, and the chairs and ranking members of the senate and assembly committees on health and shall post such report on the department of health's website and NYSERDA's website.   JUSTIFICATION: Several automakers have decided to stop putting AM radios in their EVs because of electrical interference. AM radio stations are getting FM sites for similar reasons Before NYS pushes us to EVs and before public transportation goes more EV, we need studies on the effect of proximity to electrical power sources in vehicles on medical devices. We do environmental impact studies on everything else so we should take the time to research the impact on some of our most vulnerable constitu- ents.   LEGISLATIVE HISTORY: New Bill.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: Immediately.

        AN ACT in relation to directing the commissioner of health and the pres-

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The commissioner of health and the  president  of  the  New
     2  York state energy research and development authority (NYSERDA) are here-
     3  by directed to study and make recommendations on the impacts of electric
     4  vehicles on personal medical devices.
     5    § 2. Such study shall include, but not be limited to:
     6    (a) analysis of the effect of the proximity to electrical power sourc-
     7  es in vehicles on medical devices, including but not limited to, cardiac
     8  implantable electronic devices; and
     9    (b)  analysis  of  electric  vehicles and electromagnetic interference
