  TITLE OF BILL: An act in relation to directing the division of mili- tary and naval affairs to establish policies on the security and protection of New York national guard and air national guard recruiting centers   PURPOSE OR GENERAL IDEA OF BILL: This legislation would require the Division of Military and Naval Affairs to establish policies to ensure the security and protection of Air National Guard Recruiting Centers, National Guard recruiting centers as well as ROTC facilities.   SUMMARY OF PROVISIONS: Section 1 requires the division of Military and Naval Affairs to estab- lish policies ensuring security and protection of New York National Guard Recruiting Centers, New York Air National Guard Recruiting Centers, and ROTC Centers from terrorist attacks., Section 2 is the effective date.   JUSTIFICATION: When a crazed gunman opened fire on two military locations in Chattanoo- ga Tennessee it made it clear how unsafe those individuals working in these locations are. This legislation makes attempts at hardening National Guard and Air National Guard Recruiting Centers as well as centers serving the ROTC as potential targets. As of July 21, 2015 seven States have taken measures of defending individuals at these recruiting centers. Some of these States have also taken other measures to help protect the employees and recruits at these centers by hardening these potential targets from attack. New York must take aggressive action to protect these individuals, and this legislation seeks to do that. Imple- menting a division of empowered experts to make the necessary defensive changes will ensure a safe environment from terrorist attacks for all individuals at these National Guard recruiting centers and centers serv- ing the ROTC.   PRIOR LEGISLATIVE HISTORY: New Bill.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.

        AN  ACT  in  relation  to  directing  the division of military and naval
          affairs to establish policies on the security and  protection  of  New
          York national guard and air national guard recruiting centers
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. 1. The division of military and naval affairs shall  estab-
     2  lish policies to ensure the security and protection of New York national
     3  guard and air national guard recruiting centers from terrorist attacks.
     4    2. The division shall:
     5    a.  improve  and strengthen building security through the installation
     6  of metal detectors, bulletproof glass, video surveillance equipment  and
     7  barricades  to  limit  vehicle access at national guard and air national
     8  guard recruiting centers and at Reserve Officer Training  Corps  facili-
     9  ties;
    10    b. relocate recruiting centers to secure locations; and
    11    c.  take  additional  measures  deemed  necessary  by  the division to
    12  protect employees, recruits, visitors and any other individuals  at  New
    13  York  national  guard  and  air  national  guard  recruiting centers and
    14  Reserve Officer Training Corps facilities.
    15    3. The division shall issue a report on an annual basis to the  tempo-
    16  rary  president of the senate, the speaker of the assembly, the chair of
    17  the senate committee on veterans, homeland security and military affairs
    18  and the chair of the assembly  committee  on  veterans'  affairs.    The
    19  report  shall  contain information related to improvements being made or
    20  planned to be made under the provisions of this act.
    21    § 2. This act shall take effect immediately.
