PURPOSE OR GENERAL IDEA OF BILL:
This bill establishes a 3D Printed Housing Task Force to develop recom-
mendations on policies that will promote the production of affordable.
housing manufactured through 3D printing.

JUSTIFICATION:
To address the shortage of affordable housing in our Great State, in
2023 the Governor set a goal of constructing 800,000 new homes. The use
of 3D printers to manufacture housing, wherein a home is primarily
constructed by adding successive layers of building material, presents
an extraordinary opportunity to reach or exceed this goal. By using an
industrial-scale 3D printer, homes are produced' quickly, inexpensively,
and in an environmentally-friendly manner.
3D printed homes, which are already legal in New York, are growing in
popularity in the United States and around the world. There are now
entire neighborhoods of 3D printed homes, as well as conceptual plans
for 3D printed skyscrapers. Dubai has established a goal of 25% of its
buildings being 3D printed by 2030. Indeed, it is highly probable that
3D printing will become the primary method of constructing buildings in
the near future.
The 3D Printed Housing Task Force will 'develop the policies needed to
promote this efficient and cutting-edge method of construction, putting
our Great State at the forefront of the future of housing production and
setting us on a path to meet our affordable housing goals.

AN ACT to create the 3D printed housing task force
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. 1. There is hereby created a task force to promote 3D
2 printed housing in New York state. The task force shall consist of 11
3 members as follows: 5 members appointed by the governor; 2 members
4 appointed by the temporary president of the senate; 2 members appointed
5 by the speaker of the assembly; and 2 members appointed by the mayor of
6 the city of New York. One representative shall be from a building trades
7 union; one representative shall be from a business that constructs 3D
8 printed housing; one representative shall be an expert on design who is
9 a licensed architect; one representative shall be a certified urban
10 planner; one representative shall be a representative of the division of
11 homes and community renewal; and one representative shall be a member
12 of the department of state division of building standards and codes.
13 2. The task force shall develop recommendations on how the state can
14 promote large scale construction of 3D printed homes with respect to
15 legislation, regulatory environment, government initiatives and induce-
16 ments.
17 3. The task force shall issue a report to the governor and the legis-
18 lature, on or before July 1, 2025 on the promotion of 3D printed housing
19 in New York state, including state and local initiatives, regulations,
20 and incentives that will promote the manufacturing of affordable,
21 sustainable, and safe 3D printed housing while creating and preserving
22 living wage jobs. The report shall be made available on the website of
23 the division of homes and community renewal.
24 4. For purposes of this act, "3D printed housing" is defined as resi-
25 dences manufactured primarily through the depositing, joining, or soli-
