TITLE OF BILL:  An act to amend the public health law, in relation to
providing written information on required immunizations

PURPOSE OR GENERAL IDEA OF BILL: Requires immunization providers to
provide written information on required immunization before said
immunizations are administered.

SUMMARY OF SPECIFIC PROVISIONS: The public health law will be amended
adding a new section. This new section provides that written
information will be provided to a person who is going to receive a
required immunization. This information is to include: lists required
for enrollment in school or child care facility; a description of
exemptions permitted under law; a list of recommended immunizations,
and lists of possible adverse reactions to the immunizations. This
bill also considers the actions of the commissioner of health in
relation to providing hospitals and other medical providers
information to the statewide immunization registry, the federal
vaccine information statements, and precautions and contradictions to
immunizations. The commissioner shall also: encourage provider to
supply information on immunizations to patients at multiple visits;
encourage providers to use existing screening for immunization
precautions and make use of the statewide registry; and to develop and
make available patient education materials on immunizations including
contraindications and precautions regarding vaccines.

JUSTIFICATION: Too often, New Yorkers receive immunizations without
knowing exactly what the possible side effects of the medical
treatment could be, as well as not being completely aware of their
options when faced with immunizations. This is especially challenging
for parents who are responsible for getting their children the
required immunizations so that they may be able to attend school.
This legislation will help bring those receiving immunization and
their guardians into a better understanding of the treatments they
will be receiving. Information including possible side effects,
vaccine ingredients and components are important information that
needs to be shared with those who are to receive vaccines. Also, there
needs to be a stronger commitment to the on-going education on
vaccines from the medical establishment. Patients will be empowered
through education to make the appropriate decision for themselves or
their child. Families who have a history of reactions to certain
vaccine components will now have the knowledge to make the wisest and
safest choice according to their specific history and profile.
