TITLE  OF  BILL:    An act to amend the racing, pari-mutuel wagering and
breeding law, in relation to authorizing participation in an  interstate
compact for occupational horse race licenses

PURPOSE:

This bill allows New York State to enter the Interstate Compact on Regu-
lation  of  Horse  and  Greyhound Racing and Pari-Mutuel Wagering Activ-
ities.

SUMMARY OF PROVISIONS:

Section 1 of the bill amends the Racing, Pari-Mutuel Wagering and Breed-
ing (Racing) Law by adding Article XII, S. 1201 to  1212,  to  authorize
New York State to participate in an interstate compact that provides for
racing  states  to  act collectively to assist their regulation of state
parimutuel racing and wagering.

Section 2 of the bill provides for the effective date.

EXISTING LAW:

The Racing Law grants the Racing  and  Wagering  Board  jurisdiction  to
regulate  all parimutuel horse racing, licensing, simulcast and wagering
activities in the state, consistent with the interests of the public and
racing. It does not authorize New  York  State  to  participate  in  the
Interstate Compact on Regulation of Horse and Greyhound Racing and Pari-
Mutuel Wagering Activities (the Compact).

LEGISLATIVE HISTORY:

This is a new proposal.

STATEMENT IN SUPPORT:

Without the Compact, each member state must independently enact rules to
govern  the  conduct of racing and wagering, although participants often
race or interact in several states, and in emerging  off-shore  wagering
sites  that  New  York  State  cannot  regulate alone for fear of losing
handle. The methods of action under the Compact include rule making  and
the  adoption  of practices and programs to provide more uniform, effec-
tive and efficient ways to address issues affecting live horse and pari-
mutuel wagering activities. Each compact state has one vote  and  deter-
mines  whether  or  not  to  adopt  a  rule,  program  or  practice. The
Chairperson of the Racing and Wagering Board  or  his  or  her  designee
shall represent New York State on the Compact Commission.

The  Compact allows member states to create uniform practices, programs,
and rules and to act collectively. By joining the Compact, New York  can

promote  New  York  State racing by simplifying racing and enhancing its
integrity to attract more horses, fans, core bettors, and wagering.

None.

EFFECTIVE DATE:

This bill shall take effect immediately.
