TITLE  OF BILL:   An act to amend the multiple dwelling law, in relation
to smoke detectors in multiple dwellings

PURPOSE OR GENERAL IDEA OF BILL:   To enhance  and  afford  the  highest
degree  of  public  safety to tenants who occupy leased units located in
multiple dwellings within New York State by requiring that the owners of
those premises are wired for smoke detector equipment.  This  bill  also
provides  that  multiple unit dwellings not subject to the provisions of
such code, may, in the alternative, be equipped with an approved battery
operated smoke detecting device.

SUMMARY OF SPECIFIC PROVISIONS:  Section 1 identifies the section of the
multiple dwelling law to be amended. Section 2 stipulates that  multiple
dwelling units be wired for smoke detectors.

JUSTIFICATION:    Fires  have  and  continue  to  occur,  often times in
impoverished sections of cities where it is  later  discovered  that  no
smoke  detection device was installed or operational including one which
occurred in the City of Syracuse which took the lives of three  children
in  April  of 2008.   This legislation will minimize these travesties by
requiring the owners of multiple  unit  dwellings  to  install  a  smoke
detection device.

LEGISLATIVE HISTORY:

FISCAL IMPLICATIONS: None.

EFFECTIVE DATE:  This act shall take effect immediately and require that
all  multiple dwellings be in compliance with the provisions of this act
on or before January 1st, 2010.
