Provides that any bill containing an unfunded mandate which would substantially
affect the revenues or expenses, or both, of any political subdivision, shall
bear the words UNFUNDED MANDATE on the face of the bill, to be placed
immediately under the date of such bill.

TITLE  OF  BILL:    An  act to amend the legislative law, in relation to
requiring unfunded mandate notations

PURPOSE OR GENERAL IDEA OF BILL: Provides that any  bill  containing  an
unfunded  mandate shall bear the words "UNFUNDED MANDATE" on the face of
the bill.

SUMMARY OF SPECIFIC  PROVISIONS:  Section  1.  The  legislative  law  is
amended by adding a new section 51-a.

JUSTIFICATION:  The increase in unfunded mandates to schools in New York
State has resulted in the proliferation and  rapid  growth  of  property
taxes to local residents. This rules change to the procedures of the New
York State Assembly will help legislators recognize the financial impact
of unfunded school mandates on the taxpayer.

FISCAL IMPLICATIONS: None to the State

EFFECTIVE  DATE: This act shall take effect on the first of January next
succeeding the date on which it shall have become a law.
