 BILL NUMBER:  A1170

 TITLE OF BILL :  An act to amend the general municipal law and the
public officers law, in relation to the code of ethics of public
officers

 PURPOSE OR GENERAL IDEA OF BILL :  To allow people to donate their
time and assume responsibilities regardless of whether or not they are
related to the Mayor of the City of New York or any other elected
executive official.

 SUMMARY OF SPECIFIC PROVISIONS :  Section 1 adds a new subdivision 4
to Section 806 of the general municipal law to provide that in any
city having a population of one million or more the code of ethics may
allow the chief executive officer of such city to solicit the advice
or utilize the services of a relative where such advice or services
are rendered without compensation.

Section 2 adds a new subdivision 5 to Section 74 of the public
officers law to provide that the Governor may solicit the advice of or
utilize the services of a relative where such advice or services are
rendered without compensation.

 JUSTIFICATION :  The recent controversy surrounding Mayor Bloomberg's
desire to put his daughter and sister on the Mayoral staff have
brought to light the inequity of the possible prohibition of
permitting otherwise highly qualified individuals from serving in
government simply because of their relation to the elected or
appointed individual.  The Mayor's daughter and sister are eager,
bright, talented and highly qualified to assume the responsibilities
he would like them to fill.  They should be permitted to give their
time to serve our City and we would certainly benefit from their
efforts. They should be commended and emulated for their dedication to
community service, not chastised. It is highly counterproductive to
exclude them and others like them from government service in light of
the fact that they are willing to serve without compensation.

 FISCAL IMPLICATIONS :  Allowing people to serve the government
without compensation could lead to significant cost savings.

 EFFECTIVE DATE :  This act shall take effect immediately.
