TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to authorizing
distinctive license plates for supporters of the conservation of the
Seneca white deer; and to amend the state finance law, in relation to
establishing the New York state "preserve the Seneca white deer fund"
 
PURPOSE:
This bill authorizes the Department of Motor Vehicles to issue distinc-
tive license plates for supporters of the Seneca white deer.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1: The vehicle and traffic law is amended by adding a new
section 404-ff.
Section 2: Identifies the effective date.
 
JUSTIFICATION:
The white deer is a significant symbol to constituents and represents
the Seneca Army Depot where they are found. The Seneca Army Depot is an
important part of history to the State of. New York. The depot was built
in 1941 by the Army in order to store weapons in the anticipation of
World War II. The facility was retired in 2000 and until recently,
served as a home to the white deer herd. This license plate will serve
as a symbol of conservation of the white deer species.

EFFECTIVE DATE:
This act shall take effect immediately, provided however that, section
one of this act shall take effect on the 180th day after it shall have
become law, provided, further, however, that effective immediately, the
addition, amendment and/or repeal of any rule or regulation necessary
for the implementation of this act on its effective date are authorized
and directed to be made and completed on or before such effective date.
