Subsection four establishes a civil penalty for violations of this section. Section two establishes the effective date.   JUSTIFICATION: This bill will prohibit the predatory charging by individual, corpo- ration, business trust, estate, trust, partnership, limited liability company, association, joint venture, public corporation, government or governmental subdivision, agency, or instrumentality, or any other legal or commercial entity, for providing information about veteran services to veterans when such information is readily available free of charge.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: No costs to state, county, or municipal governments.
