AN ACT to amend the New York state urban development corporation act, in
relation to adjusting state qualitative skill education assessment
standards
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 1 of section 16-m of section 1 of chapter 174
2 of the laws of 1968, constituting the New York state urban development
3 corporation act, is amended by adding a new paragraph (o) to read as
4 follows:
5 (o) Assistance to effectively prepare students for postsecondary
6 education and careers in science and computer science, technology, engi-
7 neering and mathematics (STEM) grants, on a competitive basis:
8 (i) Development of proposals and selection of recipients of such STEM
9 grants shall be carried out in cooperation with the commissioner of the
10 state education department.
11 (1) Any qualifying entity that applies for funding, such as an insti-
12 tution of higher education, nonprofit organization, business and other
13 public agencies, must work with relevant state and local educational
14 agencies to develop comprehensive plans for identifying, developing,
15 testing, and implementing evidence-based practices to provide STEM
16 learning opportunities for students and support the implementation of
17 such plans by employing a wide range of strategies, including the
18 recruitment, preparation, and professional development of effective STEM
19 educators.
20 (2) Any qualifying entity that receives funding under this grant
21 program shall use its funds to (I) promote and develop in-school and
22 out-of-school curricular tools and professional development for STEM
23 educators at the elementary school and secondary school levels, (II)
24 provide instruction and mentoring services to new teachers in STEM

1 subjects, (III) promote and develop rigorous undergraduate pre-service
2 teacher programs at institutions of high education that emphasize STEM
3 contact, (IV) support the participation of elementary school and second-
4 ary school students in competitions, out-of-school activities, and field
5 experiences related to STEM subjects, (V) develop STEM related education
6 and workforce training programs in secondary schools and community
7 colleges to reflect the needs of the local community and (VI) to create
8 after school programs to promote STEM education and careers.
9 (ii) Grants shall be made for a recurrent period of five years at
10 which time the chairperson shall evaluate the effectiveness of the STEM
11 grants based on criteria developed in cooperation with the commissioner
12 of the state education department.
13 (iii) This grant program will not mandate a testing or evaluative
14 model that is separate from current state testing and evaluative
15 requirements for primary and secondary students.
16 § 2. This act shall take effect immediately; provided that the amend-
17 ments to subdivision 1 of section 16-m of section 1 of chapter 174 of
18 the laws of 1968, made by section one of this act, shall not affect the
19 expiration of such section and shall be deemed to expire therewith.
