  TITLE OF BILL: An act to amend the elder law, in relation to the match requirements for aid granted by the supportive service program for classic and neighbor- hood naturally occurring retirement communities   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to make it easier for low and moderate income areas to meet the match requirement for state funding of a clas- sic or neighborhood naturally occurring retirement community (NORC).   SUMMARY OF SPECIFIC PROVISIONS: Amends section 209 of the Elder Law to lower the required match of state funding from 100% of state funding to 25% of state funding. Half of the matching dollars would be required to come from the community served.   JUSTIFICATION: NORCs are an important resource to serve low and moderate income seniors. These seniors are the most in need of the kinds of supportive services that a NORC can provide, but also face the most challenges to raise matching funds. The support that comes from the community is vital to the success of the program. By lowering the match requirement, we will ensure the continued support of the community while lowering barri- ers to accessing state funding.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: To be determined.   EFFECTIVE DATE: January 1, 2018.
