AN ACT to amend the public health law, in relation to requiring the
department of health to provide educational materials on the depart-
ment's website concerning the state's public drinking water systems
and to participate in the federal water watch program
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 9 of section 1112 of the public health law, as
2 added by section 1 of part M of chapter 57 of the laws of 2017, is
3 amended to read as follows:
4 9. The commissioner shall work in consultation with the commissioner
5 of the department of environmental conservation to develop educational
6 materials, and may take into consideration recommendations of the drink-
7 ing water quality council established pursuant to section eleven hundred
8 thirteen of this title. Such educational materials shall be made avail-
9 able to the covered public water system and the general public , includ-
10 ing through a link conspicuously noted on the department's website,
11 relating to methodologies for reducing exposure to emerging contaminants
12 and potential actions that may be taken to mitigate or remediate emerg-
13 ing contaminants. Such link shall also include access to basic system
14 information, including system identification number, name and type;

1 department contacts; public notices; violations; and enforcement actions
2 taken by the state. The commissioner shall coordinate with the United
3 States environmental protection agency to ensure that the information
4 available may be accessed through the United States environmental
5 protection agency's "Drinking Water Watch" website. The commissioner
6 shall also provide the covered public water system with information
7 relating to potential funding sources provided by the state and federal
8 government for mitigation or remedial activities, and to reduce the
9 exposure to emerging contaminants.
10 § 2. This act shall take effect on the first of January next succeed-
11 ing the date on which it shall have become a law.
