An act to authorize the city of Yonkers to establish a transportation
improvement district or districts for the purpose of improving transpor-
tation in certain critical areas of such city
PURPOSE:
To help Yonkers improve transportation within a number of critical areas
including, but are not limited to, the Tuckahoe Road Corridor, the Yonk-
ers Raceway Area, the Nepperhan / Saw Mill Industrial Valley Area, the
Northern and Southern Waterfront Development Areas, the Riverdale Avenue
Corridor, The Yonkers Avenue Corridor, and various Neighborhood Commer-
cial Corridors.
SUMMARY OF PROVISIONS:
In accordance with the general city law,
Section 1 authorizes the City of Yonkers to establish one or more Trans-
portation Improvement Districts.
JUSTIFICATION:
The creation of a Transportation Improvement District or Districts with-
in Yonkers--the Gateway City into the Hudson Valley Region--would go a
long way towards improving and enhancing both the development and the
quality of transportation within the city. In addition, the creation of
a District or Districts would allow Yonkers to optimize its ability to
obtain financial aid, grants and other assistance from both the state
and federal governments and make it easier to obtain developer fees
which could be used for such issues as congestion management, mobility
improvements, economic development and environmental justice.

AN ACT to authorize the city of Yonkers to establish a transportation
improvement district or districts for the purpose of improving trans-
portation in certain critical areas of such city
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Notwithstanding any provision of law to the contrary, but
2 to the extent practicable, in accordance with the general city law, the
3 city of Yonkers, acting by and through its city council, is hereby
4 authorized to establish and operate a transportation improvement
5 district or transportation improvement districts within such city. The
6 purpose of such district or districts shall be to improve transportation
7 within certain critical areas of the city of Yonkers including, but not
8 limited to the Tuckahoe road corridor, the Yonkers raceway area, the
9 Nepperhan/Saw Mill industrial valley area, the northern and southern
10 waterfront development areas, the Riverdale avenue corridor, the Yonkers
11 avenue corridor and neighborhood commercial corridors.
12 § 2. This act shall take effect immediately.
