TITLE OF BILL:
An act to amend the general business law, in relation to requiring all
flags sold in the state of New York be one hundred percent manufactured
in the United States
 
PURPOSE OR GENERAL IDEA OF BILL:
To ensure that all United States and New York State flags sold in the
State of New York are made in the United States using all-American mate-
rials and only U.S. based labor.
 
SUMMARY OF PROVISIONS:
Section 1: Amends the general business law by adding a new section 396-
hhh stating that only United States and New York State flags made
entirely in the United States with 100 percent American materials
(including dye, thread etc.) and using only U.S. based labor can be
sold in State of New York.Section 2: Enacting Clause
 
JUSTIFICATION:
Recent estimates indicate that $3.6 million worth of American flags are
imported into the U.S. each year. That means millions of Americans show
their patriotism by waving a flag that was not made in the United
States.Currently, U.S. law requires that flags purchased by the federal
govern- ment only be made of at least 50 percent American materials. To
preserve the pride and respect that is due our nation's symbol, the
American Flag, and to honor its significance and all those who have
fought for and defend it, this bill would require that all United States
and New York State flags, these most-honored symbols of our nation and
state, that are sold in the State of New York must be made entirely in
.the United States with 100 percent American materials (including dye,
thread etc.) and using only U.S. based labor.

AN ACT to amend the general business law, in relation to requiring all
flags sold in the state of New York be one hundred percent manufac-
tured in the United States
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The general business law is amended by adding a new section
2 396-hhh to read as follows:
3 § 396-hhh. Sale of flags. Only flags that are one hundred percent
4 manufactured in the United States, from articles, materials, or
5 supplies, one hundred percent of which are grown, produced or manufac-
6 tured in the United States, may be sold in the state of New York. For
7 the purposes of this section, the term "flag" shall mean the flag of the
8 United States of America and the flag of the state of New York.
9 § 2. This act shall take effect on the ninetieth day after it shall
10 have become a law.
