  TITLE OF BILL: An act to require the commissioner of education to create a state-wide competition among SUNY and CUNY schools with prizes going to the schools that produce the most cost-efficient method of reducing CO2 emissions   PURPOSE OR GENERAL IDEA OF BILL: This bill creates a statewide competition among teams of students from both SUNY and CUNY schools to derive ideas for cost-effective Carbon reduction methods, and assigns prizes to the top three teams chosen by the Commissioner of Education.   SUMMARY OF PROVISIONS: Section 1: Empowers the Commissioner of Education to create and sponsor a statewide competition among SUNY and CUNY student teams for the purposes of finding cost efficient methods of reducing Carbon emissions. Establishes a prize $100,000 for the first place team, to be awarded to their university for the purposes of improving environmental programs at the university, establishes a second place prize of $50,000 for the second place team with the same award requirement, and establishes a prize of $10,000 for the third placed team, with the same such award requirement. Section 2: Establishes an immediate effective date.   JUSTIFICATION: This bill seeks to encourage the brightest young minds in New York State to derive new and efficient methods of reducing Carbon emissions. With rising levels of concern regarding such emissions it is important to seek new and more cost-effective methods of keeping our atmosphere clean.   PRIOR LEGISLATIVE HISTORY: A.10643 (2018) - referred to higher education A.4134 (2019-2020) - held for consideration in higher education A.4427 (2021-2022) - held for consideration in higher education   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Cost of administration of competition to be determined.   EFFECTIVE DATE: This act shall take effect immediately.
