  TITLE OF BILL: An act to amend the public authorities law, in relation to establishing a no fare program for transportation on New York city transit authority systems, the Long Island Rail Road and the Metro-North Commuter Railroad Company for duly enrolled members of the auxiliary police   SUMMARY OF SPECIFIC PROVISIONS: To allow duly enrolled members of the auxiliary police to ride on the New York city transit authority systems, the Long Island Rail Road and the Metro-North Commuter Rail Road Company for free.   JUSTIFICATION: By passing this law protection and safety of commuters on the New York city transit authority systems, the Long Island Rail Road and the Metro-North Commuter Rail Road Company would be increased. Additionally, men and women who serve the auxiliary police should not have to incur the added cost of paying for the Long Island Rail Road for their commute.   PRIOR LEGISLATIVE HISTORY: A3708 of 2007-2008, A4784 of 2005-2006, A10505 of 2004. A6210 of 2009- 2010; A6628 of 2011-2012.   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: This act shall take effect on the thirtieth day after it shall have become a law.

        AN  ACT to amend the public authorities law, in relation to establishing
          a no fare program for transportation on New York city transit authori-
          ty systems, the Long Island Rail Road  and  the  Metro-North  Commuter

          Railroad Company for duly enrolled members of the auxiliary police
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 1266 of the public authorities law  is  amended  by
     2  adding a new subdivision 14-a to read as follows:
     3    14-a.  Notwithstanding  any other provision of law or the terms of any
     4  contract, the authority, in consultation with the New York city  transit
     5  authority,  the Long Island Rail Road and the Metro-North Commuter Rail-
     6  road Company, shall establish and implement a no fare program for trans-
     7  portation on New York city transit authority systems,  the  Long  Island
     8  Rail  Road  and  the  Metro-North  Commuter  Railroad  Company  for duly

     9  enrolled members of the auxiliary police of the city of  New  York,  the
    10  county  of  Nassau,  Nassau  county  villages  and cities, the county of
    11  Suffolk, or Suffolk county villages. In establishing such program, which
    12  has as its goal increased protection and improved safety for its  commu-
    13  ters,  the  authority  and the New York city transit authority, the Long
    14  Island Rail Road and the Metro-North Commuter Railroad  Company,  shall,
    15  among  other things, consider: (a) requiring such members who ride with-
    16  out cost to register with the New York city transit authority, the  Long
    17  Island  Rail  Road  and  the  Metro-North Commuter Railroad Company as a
    18  condition of riding without cost; (b) requiring such members to indicate

    19  during such registration process their regular working hours and the New
    20  York city transit authority, the Long Island Rail Road  and  the  Metro-
    21  North Commuter Railroad Company trains that such members expect to ride;
    22  and  (c) periodically re-registering and re-validating such members. The
    23  authority and the New York city transit authority, the Long Island  Rail

     1  Road  and  the Metro-North Commuter Railroad Company shall also have the

     2  power to consider other matters necessary to carry  out  the  goals  and
     3  objectives of this subdivision.
     4    §  2.  This  act shall take effect on the thirtieth day after it shall
     5  have become a law.
