TITLE OF BILL:
An act to amend chapter 455 of the laws of 2011 amending the environ-
mental conservation law relating to authorizing angling by a single
individual with up to three lines in freshwater, in relation to the
effectiveness thereof
 
PURPOSE OR GENERAL IDEA OF BILL:
This legislation would authorize an individual to angle for fish with up
to three lines in freshwater
 
SUMMARY OF SPECIFIC PROVISIONS:
Amends section 11-0103 of the Environmental Conservation Law to change
the number of lines one person may operate from not more than three,
with or without rod in freshwater. This act shall expire and be deemed
repealed December 31, 2017
 
JUSTIFICATION:
This three-rod rule is designed to favorably impact the fishing experi-
ence by increasing the probability of catching a fish. Catching a fish
enhances angler satisfaction more than any other factor and is the prime
determinant in determining whether or not return visits are made to New
York fisheries. Return visits to the fishery are a boon to local econo-
mies, resulting in more money spent locally for fuel, food, lodging,
launches, parking, and rentals.
The three-rod rule will not guarantee that people catch more fish, but
it will increase the odds. The small crewed boats, the 'weekend warri-
or', the recreationalist, the vacationer, the retired couple who have
saved up for a boat and now have time and health to use it will all have
benefit from this. It does not mean they must use three rods, it will
mean they can use three rods per person, whether they are operated from
land or from a boat, if they choose. New Jersey and Michigan both have a
three-rod rule, from which they have continue to see a favorable impact
to recreational fishing. In addition, the three-rod rule will not
exploit the fishery since catch limits would remain in effect.

AN ACT to amend chapter 455 of the laws of 2011 amending the environ-
mental conservation law relating to authorizing angling by a single
individual with up to three lines in freshwater, in relation to the
effectiveness thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 2 of chapter 455 of the laws of 2011 amending the
2 environmental conservation law relating to authorizing angling by a
3 single individual with up to three lines in freshwater, as amended by
4 chapter 121 of the laws of 2013, is amended to read as follows:
5 § 2. This act shall take effect immediately and shall expire and be
6 deemed repealed December 31, [2015] 2017.
7 § 2. This act shall take effect immediately.
