  TITLE OF BILL: An act to amend the tax law, in relation to authoriz- ing the county of Franklin to establish hotel and motel taxes   PURPOSE: Authorizes the county of Franklin to impose a motel and hotel tax of 5%.   SUMMARY OF PROVISIONS: Section 1. This bill adds a new section 1202-cc to the tax law to authorize Franklin county to adopt a local law imposing an occupancy tax on hotel or motel rooms, not to exceed 5%. Revenues raised from this tax shall be allocated for the promotion of tourism development, economic development and other directly related and supporting activities, provided however, that up to ten percent of the amount may be retained by the county to cover expenses involved in administering such tax. This tax will be authorized for a period of three years. Section 2. Contains the effective date.   EXISTING LAW: Many counties have already been authorized by the state to impose such occupancy taxes.   JUSTIFICATION: The Franklin County Board of Legislators has requested this legislation in order to generate additional revenue to support tourism promotion in the county.   LEGISLATIVE HISTORY: 2014: S. 5742 Referred to Investigations and Government Operations; A. 7966 Passed Assembly 2013: S. 5742 Referred to Investigations and Government Operations; A. 7966 Ordered to 3rd Reading Cal. 659   FISCAL IMPLICATIONS: None   LOCAL FISCAL IMPLICATIONS: This bill would generate additional revenue for the county.   EFFECTIVE DATE: This act shall take effect immediately.
