  TITLE OF BILL: An act to amend the racing, pari-mutuel wagering and breeding law, in relation to allotting dates for racing or licensing race meetings at which pari-mutuel betting is permitted on Palm Sunday   PURPOSE: To authorize the Racing and Wagering Board to permit race meetings at which pari-mutuel betting is permitted on Palm Sunday.   SUMMARY OF PROVISIONS: Section 1: Subdivision 1 Amends section 109 of the racing, pari-mutuel wagering and breeding law is amended to read as follows: Insert A, as added by section 1 of Part A of chapter 60 of the laws of 2012 Section 2: Effective date.   EXISTING LAW: Under the current law, the Board is authorized to license horse race meets every day of the year except for Palm Sunday, Easter and Christ- mas.   JUSTIFICATION: The inclusion of Palm Sunday as a date that Board is authorized to allow horse racing or licensing race meetings at which pari-mutuel betting is permitted affords the public more recreational opportunities to enjoy the excitement and relaxation of horse racing.   FISCAL IMPLICATIONS: This bill should increase pari-mutuel revenue receipts which benefit local governments, race tracks and horse owners.   LOCAL FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.
