NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A10011
SPONSOR: Fahy

TITLE OF BILL:
An act to amend chapter 123 of the laws of 2014 amending the vehicle and
traffic law, the general municipal law, and the public officers law
relating to owner liability for failure of an operator to comply with
traffic-control indications, in relation to extending the provisions of
such chapter

PURPOSE:
To reduce motor vehicle crash fatalities, injuries and property damage
caused by motorists' failure to obey traffic signals.

SUMMARY OF PROVISIONS:
Section 1. Section 15 of chapter 123 of the laws of 2014 amends the
effective expiration date from December 1, 2024, stating this act shall
take effect on the thirtieth day after it shall have become a law;
provided, however, that sections three, nine, twelve-b, thirteen and
fourteen of this act shall expire and be deemed repealed December 1,
2029.

JUSTIFICATION:
The City of Albany has a high rate of traffic accidents with a total of
7,121 from the years 2022-2023 and 433 have been reported thus far in
2024 according to the Institute for Traffic Safety Management &
Research.
Continuing the installation of Red Light Cameras at intersections with a
high traffic accident rate in the City of Albany will prevent accidents
and save lives.
The continuing installation of Red Light Cameras acts as a deterrent for
drivers from running red lights due to costs incurred if the driver is
caught on camera. The current placement of the cameras throughout the
city would result in safer streets for pedestrians, bicyclists, and
motorists.
Urban areas have a high percentage of residents whose primary mode of
transportation is walking, and it is important that these individuals
are able to walk safely. According to the Institute for Traffic Safety
Management & Research, there were a total of 1,700 traffic accidents
involving pedestrians in the City of Albany, and as of 2024, there have
already been a total of 60 traffic accidents involving pedestrians.
Red Light Cameras have a strong track record of reducing traffic acci-
dents by as much as 80% at intersections where they are installed creat-
ing a safer environment for all.

LEGISLATIVE HISTORY:
This is an old bill.

FISCAL IMPLICATIONS:
None to state.

EFFECTIVE DATE:
This act shall take effect on the thirtieth day after it shall have
become a law and shall expire December 1, 2029.
