  TITLE OF BILL: An act to amend the alcoholic beverage control law, in relation to an exemption for certain property from the prohibition of alcohol sales within a certain distance from a church   PURPOSE OR GENERAL IDEA OF BILL: This bill will authorize the issuing of a retail liquor license to a business in the City of Saratoga Springs, in Saratoga County.   SUMMARY OF PROVISIONS: Section 1: Subdivision 7 of section 64 of the alcoholic beverage control law is amended by adding a new paragraph (e-16) to authorize the issuing of a retail license for on-premises consumption for a premises which shall be located within two hundred feet of a building occupied as a church, synagogue or other place of worship, provided such premises constitute a premises for the sale of food or beverages at retail for consumption on the premises located wholly within the boundaries of Saratoga County. § 2: establishes the effective date   JUSTIFICATION: This bill will allow Universal Preservation Hall to be issued a retail liquor license despite their proximity to Bethesda Episcopal Church. Universal Preservation Hall holds performance events and is host to celebrations that include weddings. Offering a full bar that includes liquor is a service that is integral to the requests of its patrons and guests. The leadership of Bethesda Episcopal Church has issued a letter stating its full support.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: This act shall take effect immediately.
