          printed to be committed to the Committee on Agriculture
 
        AN ACT to amend the agriculture and markets law, in relation to  requir-
          ing  cats  and dogs who are neutered or spayed by a veterinarian to be
          held for twenty-four hours after the procedure to monitor for  adverse
          effects and to undergo a follow-up exam
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. This act shall be known and may be cited as "Bella's law".
     2    § 2. The agriculture and markets  law  is  amended  by  adding  a  new
     3  section 377-b to read as follows:
     4    §  377-b.  Spaying  and  neutering  of dogs and cats by veterinarians.
     5  Each time a veterinarian spays or neuters  a  dog  or  cat  pursuant  to
     6  section one hundred seventeen-a of this chapter or section three hundred
     7  seventy-seven-a  of  this  article,  as  authorized through a local law,
     8  rule, regulation or ordinance pursuant to section four hundred seven  of
     9  this chapter or section seven hundred fifty-three-d of the general busi-
    10  ness  law  or for any other reason, such dog or cat shall remain in such
    11  veterinarian's custody or possession for twenty-four hours to  be  moni-
    12  tored for adverse effects related to the spaying or neutering procedure.
    13  Additionally,  every dog and cat that is spayed or neutered by a veteri-
    14  narian shall receive an examination  by  a  duly  licensed  veterinarian
    15  within twenty-four hours of such procedure.
    16    § 3. This act shall take effect on the one hundred eightieth day after
    17  it shall have become a law.
