MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend the state finance law, in relation to compensation and medical expenses of certain injured state employees   PURPOSE OR GENERAL IDEA OF BILL: Makes provisions for payment of parole officers employed by the New York State Department of Corrections and Community Supervision (DOCCS) for salary and medical expenses while subject to sickness as provided by section seventy-one of the civil service law.   SUMMARY OF SPECIFIC PROVISIONS: This bill amends the state finance law to add a new section 209-c, to provide financial stability if the parole officer is injured or assaulted while on duty. Parole officers will have the standard benefits provided via Civil Service Law (CSL) Section 71 which defines the length of workers' compensation (WC) leave required by CSL Law.   JUSTIFICATION: Parole Officers employed in the state department of corrections and community supervision perform hazardous duty on behalf of the people of the state of New York on a daily basis. Parole Officers are at risk of being injured in the performance of these duties and should be afforded the same protection against the financial hardship which may result as are available to those individuals employed by municipalities and have similar law enforcement responsibilities.   PRIOR LEGISLATIVE HISTORY: Skoufis - 11/28/16 vetoed memo 239   FISCAL IMPLICATIONS: Unknown.   EFFECTIVE DATE: Immediately.
