        Introduced by M. of A. ZEBROWSKI, OTIS, SAYEGH -- read once and referred
          to the Committee on Corporations, Authorities and Commissions
 
        AN  ACT  to  amend the public service law, in relation to responsibility
          for cable bills after a disconnection or downgrade in service
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  224-b  of  the  public service law is amended by
     2  adding a new subdivision 3 to read as follows:
     3    3. If a customer requests a disconnection from service or a  downgrade
     4  in  service  from a cable television company, the customer shall only be
     5  liable for services incurred up to such date the disconnection or  down-
     6  grade  is effective. Customers that have paid in advance for the billing
     7  period when the disconnection or downgrade occurred  shall  be  entitled
     8  to,  on  a  pro  rata basis, a refund, or in the event of a downgrade, a
     9  billing credit.
    10    § 2. This act shall take effect immediately.
