TITLE OF BILL: An act to amend chapter 19 of the laws of 2014 amend-
ing the election law relating to enacting the agreement among the states
to elect the president by national popular vote, in relation to making
such provisions permanent
 
PURPOSE OR GENERAL IDEA OF BILL: To repeal a portion of the effective
date of chapter 19 of the laws of 2014
 
SUMMARY OF SPECIFIC PROVISIONS:
Section 1 - Amends Section 2 of chapter 19 of the laws of 2014 to repeal
a portion of the effective date
Section 2 - Sets the effective date
 
JUSTIFICATION: This bill would amend the existing law to allow a
sufficient amount of time for the National Popular Vote Compact to take
full effect. Not only would this proposed amendment allow more states
the opportunity to join the national popular vote interstate compact,
but it would also set the precedent that New York is dedicated to
strengthening and ensuring fairness in our nation's Presidential
elections.
Over time, the "winner take all" system known as the Electoral College
has proven to be inadequate, and has concentrated the voice of millions
of Americans into the outcome of one state's election. While efforts
have been made to adopt a national popular vote of the President across
many states, there are still many in which have not, further delaying
the equal efforts for Presidential candidates to tend to every state
alike while campaigning.
 
PRIOR LEGISLATIVE HISTORY: This is a new bill.
 
FISCAL IMPLICATIONS: None to the State.
 
EFFECTIVE DATE: This act shall take effect immediately; provided that
the commissioner of the State Board of Elections shall notify the Legis-
lative Bill Drafting Commission upon the concurrence of the adoption of
the agreement among the states to elect the president by national popu-
lar vote by two or more states in order that the commission may maintain
an accurate and timely effective data base of the official text of the
laws of the state of New York in furtherance of effecting the provisions
of section 44 of the legislative law and section 70-b of the public
officers law.

AN ACT to amend chapter 19 of the laws of 2014 amending the election law
relating to enacting the agreement among the states to elect the pres-
ident by national popular vote, in relation to making such provisions
permanent
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 2 of chapter 19 of the laws of 2014 amending the
2 election law relating to enacting the agreement among the states to
3 elect the president by national popular vote, is amended to read as
4 follows:
5 § 2. This act shall take effect immediately; provided that the commis-
6 sioner of the state board of elections shall notify the legislative bill
7 drafting commission upon the occurrence of the adoption of the agreement
8 among the states to elect the president by national popular vote by two
9 or more states in order that the commission may maintain an accurate and
10 timely effective data base of the official text of the laws of the state
11 of New York in furtherance of effecting the provisions of section 44 of
12 the legislative law and section 70-b of the public officers law[;
13 provided, however, that this act shall expire and be deemed repealed
14 December 31, 2018 if the states cumulatively possessing a majority of
15 the electoral votes have not enacted the provisions of the agreement
