A09997 Memo:

NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A9997

SPONSOR: Fahy (MS)
TITLE OF BILL: An act to amend chapter 454 of the laws of 2010, amending the vehicle and traffic law relating to authorizing a pilot residential parking permit system in the city of Albany, in relation to the effectiveness thereof   PURPOSE OR GENERAL IDEA OF BILL: Extends the City of Albany's pilot residential parking permit system for six year wo years from the date of its implementation.   SUMMARY OF SPECIFIC PROVISIONS: Amends Section 3 of Chapter 454 of the laws of 2010 by extending the pilot program for four years from the date of implementation.   JUSTIFICATION: This would extend the sunset date of the Albany Common Council's two- year pilot residential parking permit program for an additional four years to allow further review of the program's success in alleviating parking problems for Albany residents who live within a one-mile radius of the Nelson A. Rockefeller Empire State Plaza. Parking and the lack of it in the City of Albany is a growing problem in many areas of the city. An expanding workforce within the city, the proliferation of a large student population and a lack of driveways for pre-automobile homes has resulted in a glut of automobiles on city streets that causes residents to have tremendous difficulty finding on-street parking in their neigh- borhood. The Residential Parking Permit allows residents the ability to park near their homes.   PRIOR LEGISLATIVE HISTORY: Amends chapter 454 of the laws of 2010   FISCAL IMPLICATIONS: none to State   EFFECTIVE DATE: This act shall take effect immediately.
